En México no se acostumbra el agua mineral sin gas, por eso se le llama así al agua con gas. Si no, soda, pero eso puede ser algo confuso.

Si tu texto es exclusivo para México, y quieres que se vea "muy local", puedes usar el topónimo sustantivado tehuacán. En la ciudad de Tehuacán, en el estado de Puebla, es donde se produce la clásica agua mineral con gas. En todo México, aunque principalmente en el centro-sur, en cualquier restaurante puedes pedir un tehuacán y cualquiera te entiende.
