As I read this, two possibilities are contemplated: 1) the fund may not be able to sell some of the securities without their registering a sharp decline in price; 2) \"if at all\" simply means that it may not be able to sell the securities at all, regardless of a price decline.

Me parece que están interpretando erróneamente que "if at all" se refiere a la reducción de precio. Yo diría que se refiere al hecho de no poder venderlos ni siquiera a un precio muy bajo. Es decir:

"Es posible que a veces el Fondo no pueda vender algunos títulos de su cartera, ni aun a un precio considerablemente reducido."

Si el "registro" ha de ser más formal.

"En ocasiones, es posible que el Fondo no pueda vender ciertos valores sin una considerable reducción del precio, lo cual tampoco garantiza su venta."
