The various reforms of human resources management at UNESCO are to be welcomed only if the members of staff are respected in the manner of their application. I should like to spend the short time at our disposal to talk to you about us, the men and women who make up the UNESCO Secretariat and who are too often confused with our ***post numbers***. We are the target of all the reforms, which always take the line that there are too many of us. The very high number of consultants, supernumeraries and other short-term employees is thought to be proof of the inefficiency of the mass of permanent staff and, if the principles of Noblemaire and Flemming were really applied, we would be among the best-paid civil servants on earth.
