Explanation:
A sacred cow is a person, institution, idea (often a theory - then: "pet theory") or ideology that is immune (usually unreasonably so) from criticism or opposition. In the same vein, statues of the reclining Buddha traditionally portray him with long toes, all five of equal length. Sacred cows, long toes and relics is a colorful way of saying tradiciones prescriptivas. You could probably just translate it 'dedos largos'.

en este texto me parece que se refiere a vacas sagradas (que tiene el mismo sentido en español, es decir, gente que representa una autoridad inamovible durante mucho tiempo), mentes cerradas y reliquias.
