English to Spanish translations [PRO]

La duda la tengo en la palabra "changing". No sé si traducirla como un modificador de los dos sustantivos que le siguen o como verbo.
Según me han explicado, el congreso trata el tema de la movilidad que se observa actualmente en profesores, alumnos, etc. por lo que habría que traducirla como "en progreso", "en desarrollo", o algo parecido.
