In this context, the idea is that "Core Central Knowledge" (presumably determined after great consideration in regards to a minimum standard) was slowly introduced into the curriculum (beginning with History and Geography).

Central Core Knowledge was phased in beginning with History and Geography = la incorporación del "Conocimiento Mínimo de Base" se llevó a cabo/se efectuó paulatinamente/de manera paulatina, comenzando con (las materias de) Historia y Geografía.
