El contexto no es suficiente, pero yo traduciría charter subject como ¨los individuos entrenados en escuelas no tradicionales¨, aunque en realidad, probablemente sea mejor dejar la palabra como está

pensándolo dos veces, quizá esté hablando de las materias.
"Las materias de las escuelas Charter, preparan a los futuros maestros (...)"

Ahí tendría bastante más sentido. Sin embargo, algo más de contexto no vendría nada mal.
