Explanation:

http://www.madison.k12.wi.us/policies/3540.htm
WA student will have earned a minimum of twenty-two (22) credits as one criterion for graduation from a Madison high school unless a Madison high school has implemented a program that has a four-block schedule. If a Madison high school has implemented a four-block schedule, a student who is enrolled in such a school for at least three consecutive school years shall be required to have a minimum of 26 credits as one criterion for graduation and a student who is enrolled in such program for at least two consecutive school years shall be required to have a minimum of 24 credits as one criterion for graduation. "

"Academic Booster Club Programs:
Programs are presented throughout the school year. A current list of program dates, times and locations is posted on the VIPS bulletin board in the E. H. S. Administration Building.

Academic Pins and Letters
Students achieving 3 semesters of 4.0 GPA earn an Academic Letter. Subsequent 4.0 GPA semesters earn Academic Pins."

I wonder if this simply means that those applying for graduation need to present accreditation of having completed all the academic exercises leading to such qualification? I haven't seen any metaphoric use of this term but maybe it refers to all the mandatory academic "ins and outs" that lead to graduation. Very low confidence here!
Good luck!

¡Gracias, Andrea!
