The factors for dollars in default seem to be coming from institutions that have relatively low cohorts , but large loan volumes. This is of a particular interest to the US Department of Education and something you will hear much more about at the XXX conference.

Assuming it is referring to school grants, assigned funds are usually determined based on several factors one of them being the 'concentration' of a particular type of student - could be ethnic, socioeconomic, etc. If a school for example, has a high number of Hispanic students, the money alloted for Hispanic student grants will be larger than what is assigned to a school with a smaller population of Hispanics.
