We assume that quality in schools is the result of continuous improvement processes in optimizing learning processes and reflects the competence development of apprentices and pupils. Teachers and trainers are the cornerstones of quality development in vocational training. In national and international discussions, the aspect of quality assurance is focussed upon – at least when the application of instruments is involved, with which quality in vocational schools is to be improved on the system level. With the QualiVET project, however, an instrument is being created which serves quality development on the basis of shaping-oriented measures. |

Leyendo todo el párrafo me da la impresión que el método propuesto apunta a "formar" alumnos y profesores en la cultura de la calidad, es decir, no sólo a mejorar la forma en que se enseñan las materias curriculares, sino a que el concepto de calidad "se haga carne" en ellos. Espero que te sirva.
