English term or phrase: retention and placement (of children)
AMERICAN NATIVES, LEND ME A HAND, PLEASE!!

Decisions that have a major impact on children such as **enrollment, retention, or placement** are not made on the basis of a single developmental assessment or screening device but consider other relevant information, particularly observations by teachers and parents. Developmental assessment of children’s progress and achievements is used to adapt curriculum to match the developmental needs of children, to communicate with the child’s family, and to evaluate the program’s effectiveness.

Explanation:
This would be the ideal, but in practice, our Spanish-speaking kids are often placed without assessment, and often a grade behind "to help them learn English", even if they are top students in their country of origin.

Muchas gracias, Refugio.

Repeating a Grade in School - Healthy or Harmful?
by Thomas Armstrong, PhD

You\'ve been informed that your child isn\'t working up to grade level and may need to be kept back in the same grade during the coming year. What should you do?

Repeating grades has been an important administrative tool for dealing with late bloomer, underachievers, and misfits of all kinds for decades. However, research suggests that repeating grades may be ineffective in helping many children and may, in fact, be harmful for some kids. The National Association for School Psychologists has gone on record as being against grades, citing studies showing that retention can negatively affect achievement, social-emotional adjustment and attitudes toward school.
