Creo que, por la posición de los adjetivos en inglés y por el contenido de la página, lo correcto es que el concurso de videos se refiera a la Educación Nacional:
"The competition aims to promote ***National Education*** among primary school students while allowing them to explore the vast possibilities in mass media.
* To engage students in learning and understanding more about Singapore. This is inline with the ***National Education*** objectives.

En ninguna parte he visto nada que me anime a pensar que se trata de videos educativos (educational videos) de los usados por los profesores con los alumnos. Evidentemente tienen que ver con la educación, claro está, pero no creo que en ese sentido.
