Por lo menos en la universidad en la que trabajo, estas son las responsabilidades del Director de Relaciones Públicas. Reference information:
The following site suggests that a university "marshall" may be a position within the administration (and not a "master of ceremonies"). A number of other sites (many of which from the UK, Australia and Canada) suggest the same thing. In addition, a search of "marshall of the faculty" gets many hits, as well.
