English term or phrase: Principal vs. Headmaster
Step Three: Psychologist/Counselor reviews the student's file and test results and makes a recommendation to the division Principal. The Principal makes a recommendation and sends the file for a final admissions decision to the Headmaster.

I know in many countries these are synonymous. In this particular case they are not. Target is Chile.

agree  Rocio Gonzalez-Medland: De acuerdo con esta, con conocimiento de causa. Soy Chilena que estudio en ese sistema. El rector el la autoridad maxima del colegio. estos colegios albergan primarios,middle o transcicion, y secundarios. cada uno de ellos tiene un director.

agree  Rocio Gonzalez-Medland: El termino rector en Chile se aplican a la autoridad maxima de colegios privados y/o religiosos y laicos donde la ensenanza es bilingue o a fin.DEntro de la cumunidad educacional bilingue se les suele llamar por su nombre en ingles,entre chilenos.

Explanation:
Since the context does not involve university-level education, I'd say this might be the best option. The use of "rector" for an elementary school would be strange, at best.

Lydia: Since many (if not most) of the US-accreditated "American style" schools overseas (such as Nido de Águila in Santiago) are K-12, are your sure this might not be the case here? At the Carol Morgan School in Santo Domingo, they have three principals: one for each school, i.e., primary, middle and secondary schools, along with a headmaster (who oversees the entire institution).

Another option might be "director académico" vs. "director (ejecutivo)"

Hi Lydia: Since it is new and, for now, only includes an elementary school, I think I might avoid the use of '"rector" (even if it might be appropriate if and when the school expands).

Director (de Escuela / Nivel) - Rector (del Colegio)


Explanation:

En Chile existe un colegio orientado principalmente a alumnos de familias extranjeras en tránsito. Abarca tres niveles que se corresponden más con la organización educativa de Estados Unidos que con la chilena: Primaria (equivalente a elementary school), Iintermedia (middle school) y Secundaria (high school). Cada nivel es una "escuela" y todos conforman el "colegio". La autoridad máxima del colegio es el Rector y cada nivel o escuela está bajo la conducción de un Director. Por lo tanto sugiero

Headmaster = Rector del Colegio

Principal = Director de Escuela o Director de Nivel

La traducción resultaría má o menos así:

... hace una recomendación al Director de Escuela (o Nivel). Este Director hace a su vez otra recomendación y envía el archivo al Rector del Colegio para una decisión final acerca de la admisión.

Siguiendo la explicación de Rocío a la respuesta de Natalia (que cuenta con mi aprobación) y no tratándose de la escuela "Nido de Aguilas" (que espero que no un nido de planes "Condor") tal vez hay un Director de Inglés y un Director de Español (o Castellano) que dependen de un Rector.
