This is not really an answer but a comment.

Explanation:
In a California school that would probably mean the kid will continue to be tested to see how he is doing with no further special instruction. It is a euphemism to make it sound like he is "receiving" special services when he no longer is. Due to cuts in the education budget, it is sink-or-swim time.
