agree  JulioLeon: Es una mudanza hecha "en buena fe." Tiene que ver con competencias entre colegios: el objetivo es evitar que los niños se cambien sólo para obtener algún tipo de ventajas (que compitan a favor de un colegio al que no pertenecen realmente).

Yo lo usaría así para que quede claro. En México, por ejemplo, un estudiante puede ir a la escuela que quiera sin importar su lugar de residencia; por tanto no tenemos esa figura.
