Meaning the preschool "slots" are limited, therefore people have to hurry and enroll their children.

Los cupos están or is it, los cupos son limitados?

Así es como se usa normalmente en México. Si quieres ponerlo en alguna frase, podría ser: "Hay cupo limitado" o "el cupo es limitado". Pero normalmente se usa sólo como "cupo limitado".

La matrícula se realizará de 9 a 14 horas, retirándose previamente de Conserjería el sobre de matriculación. No se recibirán documentaciones incompletas, por lo que cada alumno deberá prepararla con tiempo suficiente.

La disponibilidad de plazas en los distintos idiomas, cursos y grupos es limitada, por lo que las mismas se adjudicarán por orden de comparecencia.
