Te doy una sugerencia parcial porque tu pregunta incluye dos términos y ahora mismo esto fue lo que me vino a la mente para Citizen.
En la primaria estudié civismo -que en la actualidad ya no se imparte- y esos eran puntos importantes.
Si más tarde puedo, te sugiero otra cosa para Scholar.
