will some form of high -tech government spending program be needed if things get really bad and what form should that take?
my version of the above sentence:
¿Se necesitará alguna forma de programa de gasto público tecnológico si las cosas se ponen feas, y que forma debería tomar?

Los economistas clasifican los gastos del estado en tres tipos

a) adquisicion de bienes y servicios (puede ser tecnologia y los profesionales asociados) creando una inversion para la creacion de infraestructura (gross capital formation)
b) adquisicion de bienes y servicios a traves de produccion gubernamental e.g. seguro social
c) adquisicion de bienes y servicios para uso inmediato llamados gastos gubernamentales de consumo final

Creo que en este caso estas hablando del primer caso y la forma mas directa es hablar de inversion.
