No creo que se refiera a ningún motivo ulterior.
Entiendo que es una forma irónica de cuestionar el sentido o la eficacia de la educación sexual: "La educación sexual existe porque está en el programa" (porque a alguien se le ocurrió un día meterla ahí)

agree  Gamaliel Novelo: Al igual que tú, Christine, creo que con la frase previa al párrafo que nos presenta lbotto se aclararía el tono que yo detecto de que dicha "agenda" es la clásica expresión anglo para "motivo oculto".
