Explanation:
The word "fellow", in the academic sense, is used differently in different countries. In the US it is quite a lowly position; a "post-doc", someone who has recently complete his/her thesis and is beginning to teach, but has not yet reached the position of a tenure track post. However, in other countries "fellow" implies something much more elevated. In Oxford and Cambridge it means a tenured university teacher. In other places it is a synonym of "research fellow", a research position, usually temporary, attached to a university, awarded usually by competition to an established scholar, often a distinguished one.

This is the case here, where the fellowship was at the University of Berne; the person in question held this Weickert Fellowship in 1997 at the same time as being a Visiting Professor (profesor invitado), which does not happen to young post-docs. He was already a catedrático. He had already been Jean Monnet Professor in Bonn, a very prestigious position. So "Fellow" here means "Investigador", and it would not be going to far to say "Investigador Distinguido".

Weickert is simply the name of this fellowship, presumably endowed by or in honour of a person of that name. (I cannot find any mention of it except in relation to this one person, which is surprising, but is not our problem.)

a fellow is usually someone who has not yet finished his PhD or who is working in a post-doc. Here again the name Weickert indicates a past professor or benefactor to the school and whose name is used to honor promiising fellows
