El autor en párrafos anteriores habla de curriculum "recibido" y curriculum "reflexivo" y después viene este párrafo:
Finally it may be argued that a legislated outcomes based curriculum is impossible in a strictly constructivist frame of reference.
No entiendo si en este contexto "legislated" se traduce como "legislado" o tiene un significado más específico relacionado con el plan de estudios.

legislated=legislado, hecho norma, oficial
Outcome based= se mide la habilidad y competencia del alumno, se centra en el alumno, a diferencia de la educación tradicional centrada en el contenido. Aglutina varias teorías, una de ellas el constructivismo (Piaget), de ahí el comentario
