Trabajé durante 7 años en el Programa de Inmersión Bilingue (English/Spanish) River Glen del Distrito Escolar Unificado de San José, el cual tiene como meta precisamente el que los niños lleguen a ser completamente bilingues y biletrados al finalizar su estancia en dicho programa.

What do you think? Personally, I don't like too much "biliterate", for it implies something more than just to be able to write. It refers to a "cultured" person. Since we are speaking about a child, it may not be the idea.

The term "bicultural" is used for a person that is familiar with two cultures and there are other terms referring explicitly to being well-educated, well-rounded, etc. I believe that "biliterate" is referring specifically to being able to read in two languages.
The websites I referenced above give good example of this use - in hiring criteria for jobs, for example.
