be implemented.

Yo lo traduje como: Se recomienda que los padres acepten el PEI propuesto para que los servicios comprendidos en el PEI puedan ser implementados.

Pero no estoy segura que sea asi

agree  Salloz: Sí, algo así es mejor. Se recomienda que, a continuación, los padres expresen su aceptación de, etc. Cosa aparte: le recomendaría a quien pregunta eludir "implementar" (sería mejor: poner en práctica, aplicar, etc).
