Hola a todos, ¿alguien sabe la diferencia entre estos dos términos? ¿Es posible que Foster youth se refiera a la custodia tutelar de mayores de 18 años?

Explanation:
"Foster child/youth" is a minor who is placed by the court system into "foster care," which basically consists of a foster home, and they are taken care of by "foster parents." This is a temporary arrangement, and foster parents usually are not allowed to permanently "adopt" the child--depending on the state. The purpose is to give the foster child a home until his parent(s) are able to take him back and raise him right, or until they give him up for adoption and an adoptive family is found for him. In this case, they use the word "youth" since they are dealing with teenagers and not young children.
