Es mi lectura. Entiendo lo que Ruth quiere decir, pero en castellano no tenemos un adjetivo apropiado para este contexto. "Nómades" no es la palabra, y "transitorio" no es aplicable a personas (alguien puede tener un lugar de residencia o un empleo transitorio, pero no "ser transitorio").

Así lo traduciría yo, dado lo técnico del párrafo, y debido al simple hecho de que los niños no tienen mobilidad propia, a menos que se trate de niños de la calle (triste término que refleja una realidad aún más triste).
