Me parece que por ahí va la cosa. Sobre todo por la frase que le antecede: "can control volume of voice for periods of time if reminded" es decir que el niño empieza a entender que a veces hay que hablar en voz bajita, por ejemplo, según el lugar en donde se encuentre.

Por ejemplo si ve que los adultos se comportan de determinada manera en una biblioteca, o en la iglesia, trata de imitar ese mismo comportamiento o al menos entiende que debe controlar sus impulsos (aunque no lo logre completamente).
Un ejemplo de los "social cues" es un contexto parecido:
