Probablemete despistan los dos terminos "off". Me figuro que el primero tiene un uso gramatical como el empleado en contabilidad, etc. para cuantificar el numero de piezas. El segundo "off" va ligado a power y significa fallo de alimentacion, o simplemente ausencia de tension electrica.
