Para mí, se refiere al "sitio donde se realizará el proyecto". También podrías poner el "sitio de la construcción".

La idea es que deben demolerse todas las estructuras y limpiar el terreno donde se realizará la construcción del proyecto (con la excepción del sistema de prevención de incendios).
