Workplace safety manual describing how the different parts of a ladder should be positioned so the ladder can be used safely.

Rung= peldaño and step = peldaño, however these are both listed as if they were different parts of a ladder, is it ok if I use "peldaño" for "rung" and "escalón" for "step"?

In your context, "rungs, cleats, and steps shall be parallel, level, and uniformly spaced", it's really just saying that the "peldaños", of whatever form they are, must comply with the condition. Strictly, as I have said, "rungs" are peldaños with a circular or oval cross-section (or D-rungs, "en forma de D", flattened above and round below), whereas "steps" and "cleats" both have a rectangular cross-section, the difference being that steps are fixed horizontally so that you step on the flat part and cleats are fixed vertically so that you step on the edge.

In Spanish, there is no set of terms that expresses these differences in the same way. In practice, I think I would probably say something like "los peldaños, escalones o travesaños, de cualquier tipo o forma".
