Me parece más bien que se trata de empleados que hacen su trabajo en áreas elevadas.

High angle rescue is considered to be terrain that has a slope angle of 60° and higher. Rescuers are totally dependent upon the ropes used to keep them and the victims from falling and to gain access to the rescue location. This course consists of a classroom lecture and practical field exercises with a major emphasis placed upon hands-on practical exercises. Major subject areas covered include: rope construction and care, rescue knot tying, rope accessory equipment, litter types, lowering systems, hauling systems, and litter operations

High Angle Rescue
Workers in industrial plants and facilities are often called upon to work in elevated areas, known in industry as high angle environments. Bridges, pipe racks, process vessels, and towers are just a few of the hazardous sites with the possibility for serious injury. High angle rescue operations involve unique dangers and require special training and equipment.
