MPGS tiene una de las posibles traducciones, pero en mi opinión la que te ofrezco es más explicativa, más utilizada.... y es usada por el Banco Mundial

agree  slothm: Países. El superávit obviamente es de capital (disponibilidad) y no de arroz, petróleo, fiscal (gestión del gobierno) u otra cosa.

Explanation:
Es el término generalmente utilizado en economía. "Fiscal" puede obviarse.
También puede decirse "países superavitarios", pero me suena mejor la primer opción.
