HOla. Nunca he visto esta frase entrecomillada y no tengo idea de a qué puede referirse. Si alguien me puede dar una ayudita, será bienvenida.

Explanation: Creo que se refiere al hecho de que cuando a algunos fumadores les preguntas algo complejo o peliagudo, o les pones en una situación complicada, sienten la necesidad de fumar a causa de los nervios, como si fumar les ayudase a pensar o tomar una decisión.
Yo omitiría el tema del fumar ya que suena un poco extraño en español...
