la expresión no es "fight bully", sino sólo "bully", la frase dicha de otra forma sería: the way in which the Japs began the fight was bully.

Y sí, bully es una expresión de alabanza.

Pero creo que habría que mantener el tono coloquial:

Root comentó: "¿no les pareció que la forma en que los japoneses empezaron la pelea fue fenomenal?"
