It is from a play situated at the beginning of the 20th century, in Ireland.

En la actualidad sigue habiendo un Ministerio para Irlanda del Norte

La verdad es que creo que, históricamente, "chief secretary" no era exactamente el mismo cargo que existe ahora. Al menos, eso me comentó un amigo nativo. He intentado buscar el término en algunos textos sobre historia, pero al final creo que me quedo con la opción que me has dado. ¡Muchas gracias!
