Se refiere a organizaciones de derechos humanos y personas que ayudarn a las iglesias. En este caso creo que no tiene nada que ver electorado, cuerpo de electores ni nada de lo que encontré. Pensé en la palabra "aliados" (naturales), pero no estoy segura de que sea del todo fiel...

Hay una consulta similar en http://www.proz.com/kudoz/20568 pero de estas opciones la única que me parece podría quedar bien es "miembros".

Alguna sugerencia para este contexto en particular?

Solo te puedo decir que tal como lo veo, este término pudiera encajar en tu contexto, quizás por lo del adjetivo "natural"...otra posibilidad:
