El texto trata sobre la historia de Iraq y concretamente defiende que, al contrario que hoy en día, la masa social no estaba tan fragmentada hace unas décadas.

La palabra sale dos veces:

Iraqis were divided along various ***communal***, or "sub-national", lines.

y, más adelante:

In the days following the coup, a number of the leading figures assicuated with the monarchy would be killed, and various symbols of the old regime and their foreign backers destroyed. Significantly, the mass demonstrations never took on a ***communal*** or sectarian form.

Creo que se refiere a divisiones "regionales", pero no me atrevo a lanzarme a traducir así sin consultarlo.

En el primer caso del texto del ejemplo, parece que se refiere más a un tipo de asociación por comunidades locales, pero en el segundo me decantaría por una interpretación más de índole política o, como señala el propio texto, sectaria.

Yo creo que tiene el significado de 'relativo a la comuna' (véase definición en RAE, 2). Irak era un país comunista (que también viene de 'comuna', como saben). Saludos
