Asker: I dont know. I was thinking the same. I am searching in cia files and usa documents. It is too difficult to find information about usa governmernt. I was reading about pouch. I know in the past the pouch was used to send gold or money to another state in the WWII. The text is a notefoot in the hittlers shadow book.

agree  Charles Davis: I think this must be what "pouch" refers to. Plenty of refs to "pouch letters" in NARA docs. But I can't help with "old".

agree  Pablo Julián Davis: You're right on. As for 'old', can only surmise there may have been an 'old series' and 'new series'. Seems safe to add 'viejo' to your translation; the ambiguity will still be there in your translation, but you won't have added any.
