This is also from a Texas history document. Context:

When the war ended, it appears that the general was set on returning to El Paso. In November 1865, Texas Governor A. J. Hamilton issued a commission to X giving him authority to organize a militia to garrison Fort Bliss and later his authorization to reorganize El Paso County government.

To give someone a commission in this sort of context usually means appointing them as an officer in the armed service in question.

There is room for ambiguity here however.
