Explanation:
Una solución es "lo que hace humo es porque está ardiendo". Ésta encaja con el tema, que es fumar. Por lo tanto, yo lo dejaría así, porque así está en el título, no hace explícito todo el dicho. Además, la relación causa-efecto entre humo y fuego es muy clara.
Otra forma de decirlo es "cuando el río suena, agua lleva", pero se perdería la relación del humo con el tema de fumar.

no sé qué he hecho, pero mi respuesta tenía que ser \"humo y fuego\" o, como alternativa \"río y agua\". Si no, no se entiende lo que digo de que lo dejaría así porque no está explícito
