Yes, the literal translation of 'caza de brujas' will not work unless it is common to use this figuratively for 'the search for someone to recieve the blame or to consider as undesireable, and to retaliate against'. 'Chivo expiatorio' is more contextual.
Necesitamos saber más sobre el contexto. En significado de "caza de brujas" supone motivos sociales o políticos, pero me da la sensación de que estás hablando de encontrar alquien (una o pocas personas) que cargue con algo que ha ocurrido.
