Encontré un sólo documento en que mencionaban un "título de excedente", pero no me convence. ¿Alguna otra idea?

El título es:

XXX Reaches Milestone by Issuing Surplus Note

For the first time in XXX’s history, the company successfully entered capital markets with a $50 million ***surplus note*** enabling XXX to achieve a statutory surplus of $270 million at the end of 2005. With a focus on returns to our policyholders, the private placement is scheduled to mature after 30 years and is callable at the option of XXX after 10 years from the date of the issuance in whole or in part with prior approval from the YYY Department of Insurance.

Te agradezco mucho Victoria, pero acá se está hablando del mercado de capitales y de una emisión de algún tipo de valores (títulos, pagarés, documentos, etc.). No creo que sea únicamente una "emisión de superávit / excedente". Lo dejé en inglés con una nota al cliente y espero que él me aclare. Gracias y saludos.
