Me parece que la ayuda que querías no era con Twin Towers sino con la frase "the streets..."
Mi idea sería algo así como: "Los pies se hunden en una sustancia blanquecina que cubre las calles..." o "una gruesa capa de sustancia blanca (cenizas?) cubre las calles"
