Es verdad lo que dice NetTra. Sólo quiero agregar lo siguiente:

Pueden ser ambas, dependiendo del público objetivo. En México y Puerto Rico prefieren la primera opción.

También ten en cuenta que si usas "elegible", debieras traducir "eligibility" como "elegibilidad". Si usas "que reúna los requisitos", debieras traducirlo como "idoneidad".
