Buen día. Este documento proviene de un sindicato colombiano y va dirigido a ONGs europeas.

No entiendo realmente a qué se refieren con la frase escrita en mayúsculas.

El texto dice así: " ... a la LEY DE SOMETIMIENTO FISCAL, a la ley de regalías que actualmente están en el Congreso de la República y la reforma pensional ..."

Creo que podría quedar: "... to the LAW OF TAX SUBMISSION, to the law of royalties that currently are in the Congress of the Republic and the pension reform ..."

Me confunde no saber si es LAW or ACT. ¿Podría alguien explicarme la diferencia, por favor?

Without knowing just what this Act/Law is about I would translate it as this but really I would want to know what it is about. With headings of names of laws, clauses in contracts, etc. it is not necessary to make a literal translation but abide by the substance.

On the question of Act or Law, both are commonly used in translation. I much prefer Act which is the term used in nearly every English-speaking country. But Law is commonly used too so neither would be wrong. What is more important is to be consistent.

Before an act is a law, an act is technically called a bill. In order for an act to officially become law a legislature must vote on a bill. If the bill is voted in the bill then becomes an act, thus, becoming a law.

Yes, I think I would use "Act" in this case:
El Proyecto de Acto Legislativo 016 de 2010 “Por el cual se establece la ***sostenibilidad fiscal** para alcanzar los fines del Estado Social de Derecho” busca, fundamentalmente, elevar a categoría de derecho constitucional la sostenibilidad fiscal, es decir, supeditar el gasto social a la capacidad de pago que tenga el Estado. Así, tanto el poder ejecutivo, como el legislativo y el judicial tendrían que tomar decisiones de acuerdo a la regla fiscal, una ecuación que determinará el límite del gasto. Palabras más, palabras menos si, por ejemplo, la Corte Constitucional sentencia que un ciudadano tiene derecho a que se le realice una cirugía tendría que revisar si el Estado puede pagarla. Si el gasto de la operación no se ajusta a la regla fiscal, la Corte no podría ordenarla. Con este acto, entonces, se condiciona toda la política social a la disponibilidad de recursos.
