En este contexto, faltaría una coma, y sería "turn over" (to...); caso contrario, no tiene sentido, pues el "turnover" sería el giro/rotación/ de los fondos....y la sentencia no creo tenga que ver con eso.-

Explanation:
Si estuviera refiriéndose a inventarios o recursos humanos, sería "rotación". Sin más contexto, me parece que simplemente "movimiento" (es decir, el "uso" que se da a determinados fondos depositados en un banco), sería lo más correcto.
