En Canadá, creo que una "orden-in-council" sería algo parecido a un decreto ley o quizás a una orden ministerial, salvando las distancias entre ordenamientos jurídicos. Quizá se podría dejar en inglés con una pequeña explicación entre paréntesis, ya que no hay un equivalente directo en nuestro ordenamiento, u optar por traducirlo directamente como "Administración de Decretos Ley" o algo así, aunque yo me inclino por la opción de dejarlo tal cual con una pequeña explicación.
