A mí me resultó más útil ver las veces que aparece en inglés, para leer la frase en su contexto.
Por ejemplo:

Y en Google Books, en la versión del libro de Wacquant "Punishing the Poor", también aparece esa coma antes de la frase de la pregunta.
En otras palabras, está diciendo que (a los efectos de poder comparar), si se mantiene constante el índice de criminalidad, podrá verse que la sociedad es mucho más punitiva (porque para cada 10.000 delitos hay 125 personas privadas de libertad cuando antes había 21.
Y lo compara con el "lagged index" (un índice con retraso, para contemplar las demoras del sistema penal) que es dividir el número de personas encarceladas por el número de delitos en los cinco años anteriores... que de hecho le permite llegar a una conclusión parecida.
Me doy cuenta que lo que digo tal vez no cambie la manera de traducirlo, pero lo comento por si te sirve para comprender lo que está diciendo, pues a mí leer ese texto en itálica en un caso, y con la frase al final, y después de una coma, me aclaró mucho.
"Si se mantiene constante el índice de criminalidad, se verá/podrá verse que la sociedad estadounidense es cinco veces más punitiva..."
Para "American" prefiero "estadounidense"..
