I'm translating a Probable Cause Statement. The phrase says:

Records checks revealed an inmmigration Judge ordered.... removed to Mexico.

Por el contexto de Néstor parace que se trata de la documentación relativa a un proceso judicial ("el juez de inmigración" dictó o dictaminó que..."), por lo que se debe utilizar una terminología acorde.

DICCIONARIO DE TÉRMINOS JURÍDICOS DE E. ALCARAZ.

Además, gramaticalmente es incorrecto decir "inspecciones a los expedientes"... En todo caso sería "inspección DE los expedientes", aunque esta opción sigue sin ser la más adecuada dado el contexto jurídico de la propuesta.
