Estoy traduciendo un texto sobre las cárceles en EE.UU.

Tengo dudas con el término "shrink from"

Context:
Prison and the deskilled labor market: In the first place, the penal system contributes

Explanation:
En Argentina sería como decir coloquialmente "achicarse" pero por el contexto, diría "se abstienen de".
Otra opción es "amilanar", con el significado más preciso de "shrink from". No la usaría en Argentina, aunque no sé quienes son los destinatarios de este texto.
